It has to come down the stairs in order.

Tim says:

“It”? What has to come down the stairs “in order”? “You” would be a better choice (“you have to wait…”), but that would be too much of a command. It would be better to phrase it as a request.

Also, I think “in order” (順番で) isn’t what they want to say. I think they are trying to say 「一人一人」:

O Please wait along the street, and come down the stairs one at a time.
