Yes, there are words that start with “san” that refer to being clean, such as “sanitation” and “sanitize”. It comes from the Latin word “sanitus” which means “health”. “Sanity” also comes from “sanitus”, but “sanity” refers to mental health. Sanity means 「（精神の）健全さ」.

“Sanitary” is an adjective. In this sentence, “sanitary” is not modifying anything. Yes, there are nouns (“toilet paper” and “soap”), but these are being given as examples of “sanitaries” (?), not as nouns modified by that adjective.
I checked the dictionary for translations of 「備品」, but none of them sounded right to describe toilet paper and soap. I don’t think there’s a good word. Instead, it sounds more natural to write the sign this way:
O Please do not take toilet paper or soap from this restroom.

sanitaryは「衛生的な、清潔な」の意味の形容詞。 当然、takeの目的語にはなりません。このままではどうも気持ちが悪く、sanitary what? と問い詰めたくなります。
ところが日本語として「サニタリー」となると、、、明鏡国語辞典によると名詞で「衛生的であること」。このあたりがこの張り紙にも影響しているのかも？
Please do not take sanitary. まさか「衛生的であること、を持ち出さないでください」⇒「いつも衛生的にしてください」の意味ではないですよね（笑）
さて、どのように訂正しましょう？ sanitary の後になにか名詞を、、、と思い、sanitary articles, sanitary goods など考えてみたのですが、Timに聞いてみると、これではvagueでトイレットペーパーやせっけんなどの具体例がないとよくわからないとのこと。 結局「備品」にあたるピッタリの英語がなく、 Please do not take toilet paper or soap from this restroom. に落ち着きました。
蛇足ですが、、、 「備品」と言った場合、トイレットペーパー、せっけん以外に何があるのか？ 他には持っていくものなんてそもそもないですよねww
