In English, the infinitive form (不定詞) of the verb is usually the same as the imperative form (命令形). So this phrase appears to mean 「カクテルを薦めて」.

But of course, the intended meaning is NOT to tell the customers to recommend this cocktail to others; it means that the restaurant is recommending the cocktail TO their customers. So the cocktail is being recommended by the restaurant.

But this phrase sounds a little unnatural. An American menu would probably say something like:

O Today’s special
