「I」って誰でしょうね。それに、「truly」は「sorry」の前に置いた方がいいです。
O We are truly sorry for troubling you.
X It works especially taking care about safety and the noise.
「It works」とは「効く」という意味になってしまいますが、この英語は全然効きませんね。
O We are doing our best to accomplish the work in a safe and quiet manner.
X Please cooperate at a while.
普通は「for a while」と言いますね。でももっと適当な英語はこうです：

主語は「this parking building」にしたら、「full」で問題ないです。「This parking building is full.」でも、「This parking building is available.」とは、ちょっと変です。一台も入っていいないの？それか、「available」ってこの場合に「恋人がいない」かな？
「available」より、「vacancy」の方がいいです。
